It's called "floating," and a new law called 'Check 21,' set to take effect this week, could dramatically alter this practice. Stuart Williams, a CheckFree executive.
CUT: (Williams) Check 21 converts paper checks into electronic images, speeding up the payment processing time. Americans used to floating payments should consider an online bill payment service to electronically schedule the specific day a payment is made and better manage cash flow.
